Meeting basics

Regular City Council meetings are held at 6:00 PM on the first and third Tuesday of each month at 508 S. 2nd Street, Copperas Cove, Texas. Workshops, when scheduled, begin at 5:00 PM.

Agendas are posted before meetings. The City states that a paper copy of the full agenda and supporting documents can be requested from the City Secretary’s Office on the Monday before a scheduled Council meeting.

How to speak

During Citizens Forum/Public Comment, residents may speak for up to 5 minutes. The City’s guidance says speakers should provide their legal name and current address for City records and meeting-minute preparation.

When recognized, approach the podium, speak into the microphone, state your name and address, and direct comments to the governing body rather than the audience.

The City’s guidance says no rebuttals are permitted. For topics not posted on the agenda, the Council cannot engage in open dialogue under the Texas Open Meetings Act. Questions may be recorded for a later response by Council or City staff.

If an item is posted as a public hearing, speak after the public hearing is opened. Public-hearing comments must be relevant to the matter being considered.

Your open-meeting rights

Texas law protects lawful public criticism of a governmental body and prohibits unfair discrimination among speakers based on viewpoint. Open meetings may be recorded by audio, video, or other means permitted by law.

For matters not listed on the meeting notice, discussion by the governmental body is restricted. A future agenda item may be proposed, but the body cannot fully deliberate an unposted subject.

Las reuniones ordinarias del Concejo Municipal se celebran a las 6:00 PM el primer y tercer martes de cada mes en 508 S. 2nd Street, Copperas Cove, Texas. Los talleres, cuando se programan, comienzan a las 5:00 PM.

Las agendas se publican antes de las reuniones. La Ciudad indica que se puede solicitar en la Oficina de la Secretaria Municipal una copia impresa de la agenda completa y de los documentos de respaldo el lunes anterior a una reunión programada.

Cómo hablar

Durante el Foro Ciudadano/Comentario Público, los residentes pueden hablar hasta 5 minutos. La guía de la Ciudad indica que los oradores deben proporcionar su nombre legal y dirección actual para los registros de la Ciudad y la preparación de las actas.

Cuando sea reconocido, acérquese al podio, hable por el micrófono, indique su nombre y dirección y dirija sus comentarios al órgano de gobierno, no al público.

La guía de la Ciudad indica que no se permiten réplicas. Cuando un tema no está publicado en la agenda, el Concejo no puede participar en un diálogo abierto sobre ese asunto bajo la Ley de Reuniones Abiertas de Texas. Las preguntas pueden registrarse para que el Concejo o el personal de la Ciudad respondan posteriormente.

Si un asunto está publicado como audiencia pública, hable después de que se abra la audiencia. Los comentarios deben ser pertinentes al asunto que se está considerando.

Tus derechos en reuniones abiertas

La ley de Texas protege la crítica pública legal a un órgano gubernamental y prohíbe la discriminación injusta entre oradores por su punto de vista. Las reuniones abiertas pueden grabarse por audio, video u otros medios permitidos por la ley.

Cuando un asunto no aparece en el aviso de la reunión, la discusión del órgano gubernamental está limitada. Puede proponerse colocar el tema en una agenda futura, pero no puede realizarse una deliberación completa sobre un tema no publicado.
