Before you speak

1. Review the City Council agenda and minutes on the Gatesville website. The Council Formal Agenda contains the supporting documents for agenda items.

3. To contact a council member for guidance or assistance, the guide directs residents to go through City Hall.
4. For local problems, use the City website’s “Report a Problem” tools for issues such as code violations, manhole overflow, potholes, sewer issues, and water leaks.
5. For water or sewer issues after 5 PM Monday-Friday, weekends, or holidays, call the Police Department at (254) 865-2226.

Citizen forum and public participation

The citizen forum allows a resident to speak on any topic for 3 minutes. On a non-agenda topic, the Council’s response is limited by the Texas Open Meetings Act to specific factual information, existing policy, or a proposal by a council member to place the subject on a future agenda.

A governmental body may not unfairly discriminate among speakers based on viewpoint and may not prohibit lawful public criticism of the governmental body. Open meetings may be recorded by audio, video, or other means permitted by law.

How an item gets on the agenda

Requests to place an item on the agenda must generally be submitted to the City Secretary at least seven days before the Council read-ahead books are prepared. The guide states those formal agenda documents are prepared on the Friday before the scheduled meeting.

The Mayor, City Manager, City Attorney, City Secretary, or any two council members may request an agenda item. The City Manager, City Attorney, or Mayor determine whether the request falls within the Council’s subject-matter jurisdiction, and City leadership determines whether an item belongs in open or closed session and whether it is an action, information, or consent item.
